The MDOT Office of Business Development was faced with the task of increasing its Disadvantaged Business and Minority Business Enterprise participation efforts. Under new leadership in that office, several new programs were developed in an effort to meet its goal. At the same time, certain members of the Michigan Legislature were concerned about the lack of participation from previous efforts.
